実際にはfitbitアカウントとスマートウォッチ（Google Pixel Watch）を連携しているのですが、何が原因でこれが出続けてしまうのでしょうか。

やったことないのですが、Wear OSのアプリ配布にはgoogle play consoleを用いるのではないでしょうか？

実際にgoogle play consoleに登録してみましたが、google play consoleもfitbitも初めて使うので、資料閲覧、周りの知人などに聞いても分からなかったので、もしよろしければどのようにやればいいかお伺いさせていただいてもよろしいでしょうか。

fitbitに関してはCommand Line Interface Guide (fitbit.com)のGetting Started guideにあるUsing a Fitbit OS Deviceができないです。

私の認識では、fitbit sdkにてアプリを作成可能なのはsense/versa3まで、です。
（sense2/versa4でも実機実行は可能ですが、現状、配布できません）

wear osの機種では全く開発手法が異なります。
