Ace 2 won't set up because of "low battery" but it's fully charged

My daughter asked for a Fitbit when she won her BJJ tournament and now we're having trouble setting it up. I already have a Fitbit and created a family account/account for my daughter on my app. It finds the Ace 2 but says the battery is too low to update it and finish set up. It's fully charged (says 100% when plugged in). What do I do?

I restarted the tracker several times and restarted my phone as well, with nothing working.

This is how I eventually got it to work:

-Removed the device from the app

-uninstalled and reinstalled the fit bit app

-Restarted iPhone and Fitbit

-Started all over and it updated/paired successfully.

When it's not plugged in, the Fitbit screen just shows a white horizontal line.
