Anyway for a child to use an Ace 3 without their own phone??

After reading lots of posts, I'm sure i know the answer but just need it confirmed - Can a child actually use the childs Ace 3 watch or do they need to have their own phone as well??

My son has just turned 8, has no phone, so i can't use the Ace 3. Is it correct that I just have to return his birthday present??

Based on the confused replies by Fitbit and practically clueless support I feel it is better to return it. I wouldn't be surprise to discover that Fitbit family account will be the next feature to be dropped.
