Hello,
I ordered a Fitbit Ace 2 for my younger son. If I get one for my older son, will both of their Ace 2s be able to connect to one cell phone? They share a phone for emergencies and are usually together. If one is away from me, that is the kid who has the phone. I would like for them to both receive notifications.

There's a lot to that. You don't say your kids' ages.
Ace 2 (and Ace) can be set up only for a child under 13 years old (in U.S.), so they cannot have their own fitbit account. They need to be set up in a family account under an adult account.

I think of the normal way being that only the adult has a smart phone, which does the syncing to all child accounts. I'm not even sure that their phone can even enter into it. Maybe someone with more experience with it can answer that. Or maybe the answer is in the help sections I referenced above.
I expect the only way their phone could be part of it is if they have access to your adult account on their phone, which can be a whole other issue.

My kids are 9 and 11. The 11 year doesn't really want one, but it would be good to have as sometimes I message him or call him but he doesn't look at his phone often. Usually they just use it on the bus ride home or if at a friends house.
I noticed for the Ace 2 in the manual it says:
Notifications
Ace 2 can display call notifications from your phone to keep you informed. The phone and tracker must be within 30 feet of each other to receive notifications.
Set up notifications
Check that Bluetooth on your phone is on and that your phone can receive
notifications (often under Settings > Notifications). Then set up notifications:
1. With your tracker nearby, from the Fitbit app dashboard, tap the account icon
> Ace 2 tile.
2. Tap Notifications.
3. Follow the on-screen instructions to pair your tracker. Ace 2 appears in the list
of Bluetooth devices connected to your phone. Call notifications are turned on
automatically.
