Child's account won't let him add Ace 3 because he's 13

I bought my son an Ace 3. The website and all the literature says it's for "6+". When he tries to add his Ace 3 to his Fitbit app it says he has to "sign in to your child's Google account". Is 12 really the maximum age to use an Ace 3? And why did i have to BUY ONE and spend hours trying to set it up to find that out?
