Moving children to Google Account when I'm not the Family Manager

I'm attempting to migrate my Fitbit account to Google but seem to be blocked at every step.

Our accounts are currently set up as follows:

1. My Fitbit account has two child profiles
2. All members of our family have Google accounts that are part of a Family Link group
3. My partner is the "Family Manager" of our Family LInk (and I'm a "Parent")
4. My partner has her own Fitbit attached to her Google account

While trying to migrate my Fitbit accounts to Google I'm coming up against two issues:

1. Fitbit won't let me select a Google account that is part of Family Link group that isn't the Family Manager
2. We can't change the Family Manager in Family Link to another Parent

Given how our accounts are set up, what is the proper workflow for migrating our accounts to Google?

Maybe ask the family manager if is possible to add permission to add a Fitbit account?

I took a look in the Family Link dashboard with the Family Manager logged in... I don't see any options for adding permissions for a Fitbit account. Where do I add this permission?
