Set up Ace 3, but not on my phone!

Yesterday my son bought an Ace 3 with his birthday money, and so far it's been the most difficult thing to set up that I can remember...

He has a Fire Tablet 7 (9thGen), Fire OS7. I've been reading that these are incompatible with Fitbit products, which seems ridiculous seen as it's the device most kids use.

I then try and set up the phone via iMac, and again, no luck, not possible.

It seems everything is geared towards setting up the Ace via your phone, which just seems daft as most kids this age don't even have phones.  

Is there any way I can set up this thing without having it linked to my phone?

Any help greatly appreciated!

You must be at least age 13 in U.S. to have your own Fitbit account, maybe older in other countries.  I believe this is not just Fitbit's decision but a general social media regulation. For children under 13,  parent must set up family account for child.

See How do I get started with Fitbit kids devices?   Most of the Help articles assume the adult also has a Fitbit device but I suppose that is not actually required, as long as the adult has the Fitbit app.

If this is not an acceptable solution, you might want to return the Ace 3.

I don't know how other companies handle kids' trackers.

Before posting, re-read to see if it would make sense to someone else not looking at your Fitbit or phone.
