Unable to set up tracker, receiving error "please try again later"

We are trying to set up the family account to attach my son's Ace 2 fitbit. We keep getting the message " unable to complete this now. Please try again later." What do I do? 

I have a Samsung Galaxy S10.

I appreciate that you mentioned you're using a Samsung Galaxy S10. I would like you to confirm you're following this procedure to create a family account and to set up Ace 2

If you keep receiving this error, please log out from your account and force quit the app. If you continue receiving this error, please provide me with a screenshot of the error message.
