I have had some time to calm down so I will re-type this with less hate. I am upset now that my child has turned 13 he is unable to use the device that I spent money on. When searching how to fix it I'm told that its designed for kids. This is a waste because I have a perfectly good tracker that the only reason it doesn't work is because of Google/Fitbit greed. I feel like they either need to make it work, or give me my money back. It wasn't my decision to have it be effectively broken but theirs.

Hello @Wasteful_Buy and welcome to the Community. I need to start by writing that I don't have children in the age range that would reach the age to graduate to a standard account. So I'm linking a Help article: How do I mange my child in the Fitbit app? Please jump to the section on upgrading your child account. Have you followed the listed steps? Fitbit advertises that this upgrade unlocks features and turns an Ace 3 into an Inspire 2 and you child can doesn't lose their stats. You can use an Inspire 2 band if the Ace 3 band is too small.
