Why is the heart rate disabled on ace?

Hi Fitbit.
I was going to get my son an Ace for his birthday, as we are a family of Fitbit users, but when I compared the Ace to the Pixbee which is quite similar otherwise, it seems that the Ace has had its heart rate disabled, but the pixbee can monitor heart rate

I'd just like to know why you've turned off a feature that competitors are offering

@PixieApples   @Drakkenfyre   The Fitbit Ace 3 is exactly the same pebble as an Inspire HR with different programming.  I don't have hands on experience with it.  But I saw an image of the back of the Ace 3 and I can see the HRM.  The Ace 3 doesn't mention the HRM in its features and specs.  It seems to be on, but not tracked.  There is another recent post where parents say the LED stays on and won't turn off.  It looks like the Ace 3 is comparable to the Pixbee Fit.  

Just to be complete, Fitbit just released the Ace 3 LTE, a children's smartwatch.  I have some hands on experience with it.  It has a working HRM, but there is no heart rate trace in the app, like you see in an adult Fitbit app.  You don't have a step goal, but you do have a "move" goal.  Fitbit says it uses the HRM to gauge activity intensity.  The Ace LTE is comparable to the Pixbee 4G smartwatch.

I know that Fitbit uses heart rate to track active zone minutes in its "adult" models.  But the CDC and WHO don't have heart rate based activity recommendations for children, just minutes of activity.

Does the ace have the LED sensor on the back for heart rate recording? I didnt think the origanal Ace had the needed hardware. Will recording the heart rate violate COPPA Regulations?

It has what looks like an LED sensor on the back. I don't know what else it's for.
