I have an Alta HR and a Google Pixel 2. The Alta HR is 2 1/2 yrs old. I've had syncing issues before, but restarting the device usually corrected the issue. This time it didn't. I have tried restarting it multiple times. I have restarted my phone as well. I turned the bluetooth on and off multiple times. I finally just decided to forget the device and try to pair it again. My phone can see the Alta HR, but when I try to pair it, the phone says "Pairing..." but then nothing happens.

Hello @tigerkisses are you trying to pair the tracker to your phones Bluetooth. Or trying to setup the tracker through your Fitbit app.
If you told the Bluetooth to forget the device, let's open the Fitbit app and see if the Alta HR will sync.
If not, let's clear the Fitbit apps cache.

Have done all of that multiple times. Nothing. Bluetooth continues to try to pair while the app still shows the device. Cache has been cleared--NOTHING happens.

You can not pair your tracker through the Bluetooth. Stop trying!
@pgfrost If the app still shows the device, this is good and we have a sync issue.
Let's look at these steps.

I would call support and have them step you through the setup process.
Some have reported good luck with the tracker connected to a computer. Then use the computer to setup.
As many others have reported. When the app will not communicate with the tracker, telling Fitbit I don't want to use the tracker will not fix the communication.
These boards are full of I removed the tracker and now it will not setup.
