Screen says www.fitbit.com\setup, restarting doesn't work, when i go into app or online to setup  it says a Alta HR is already connected

I would go through the setup process again to reconnect the fitbit to your account. In the app go into the profile settings by selecting your profile image at the top left of the main screen, then select "set up a device". After you choose Alta HR it will ask if you want to replace your existing tracker. Just say yes and follow the prompts.
