Recently, I found my Alta HR that I lost years ago.
It was set up on a different device I no longer have. I have tried the button method on the charger, restarting my device, restarting the fitbit app, and deleting and re-installing the firbit app. I want to know, since my fitbit isnt showing up when i try to set it up, is it because it was connected to my other device? I dont just want to go buy a new one, this was very expensive, and most are. So I just wanna know if there is anyway to completely reset the fitbit without the app, or how I can somehow set it up again. Thank you.

Hi @家電ピタさ you going to use the same account that you had? Log in on the app with your usual email address and password. Want to start fresh? Set up as a new device on a new account. click to learn more. Requirements for our phones have changed - minimum for iOS is 13 and for Android it's 8

Welcome to the Community, @家電ピタさ and thank @Odyssey13 for the assistance 🙂
@家電ピタさ Thanks for the details provided and troubleshooting performed. You should be able to setup your Alta HR even if it was setup on a different phone. Have you confirmed that you have the Alta HR and not the Alta? In case that you select the wrong device on the Fitbit app, your phone won't find it because the incorrect one was selected. If you're selecting the correct device, I recommend you to try the rest of troubleshooting steps from this help article.
Hope this helps.
