Thanks for bringing this to my attention and the details that were shared in your post. To better assist you with this, can you please let me know which mobile device are you using to sync your Alta HR? When was the first time you experienced this and how many times since then? If you haven't already done so, I recommend you to check how the syncing procedure works here and see if there's a missing requirement on your mobile device that's preventing the syncing procedure to be completed.
Also, you can move forward to the troubleshooting steps that are specified on: Why won't my Fitbit device sync? and let me know how it goes. In regards the heart rate lights, can you please a restart process and let me know if the issue persists?

I am having the same issue the green lights stay lite all the time and kills a battery in a little over a day. I have reset but they still the lights are still constant. I have an iPhone 8 plus and it will sync but I have to manually do it even though I have it set to auto.
