What is the difference between the ALTA and the ALTA HR?

The simple answer is that the Alta HR can track heart rate but the Alta cannot. However, this also affects some features such as sleep tracking where the advanced sleep tracking features, such as sleep stages, only work on the Alta HR as they need heart rate data. Thanks Steve...........Another question for you...Do BOTH have the "restart" pushbutton on the charging cord?

The charging cables that come with the Alta and Alta HR both have the button required for a restart but I seem to remember that they are not interchangeable as the Alta HR is slightly thicker due to the heart rate sensor.
