My Alta HR has to be restarted several times and restart my phone for it to sync. Now it isn't registering my sleep.

Thanks for sharing that you have tried those restarts to get your Alta to sync. Let me help you figure out what is going on with the syncing and with the sleep.
In this case, I'd like to recommend that you follow the steps listed in this help article. While the restarts show up in there, please give all of those steps.
As for the sleep, could you share some screenshots of how the sleep is showing in your Dashboard?
