Androide 4.4, Fitbit app v2.75, Charge 3 v28.20001.49.45, account jjjj0@gmx.at
Fitbit app 2.75 is the last Version available for Android 4.4.
There is no other tracker joined to my account.
One can start the process bei hitting "add new device", "Charge 3".
It brings up the first page, but after that the screen is back to the account menue.
!! Surprisingly joining a Versa is no Problem !!
Of course the joining of a Charge3 works with an Android device running Androide 9 and app Version 2.90.

Thanks for taking the time to share those details and listing the steps that you have tried.
In this case I'd recommend that you try to uninstall the app and then install it once again. That should help in case something was not installed properly and thus it should run the set up correctly.

I deleted data, deinstalled and reinstalled ... no change.
It seems to be a software bug related to the joining of a Charge 3 as joining a
versa works !
Please have a dev looking after this (and delete the "solved mark" I hit unintentionally)
