Can't enable Fitbit Charge on a teen's managed account

The entire flow for this is a nightmare. It's clear this was thrown together slapdash and nobody is supporting it. I try to add the Charge to my teen daughter's account and only Ace is allowed. Ridiculous. The kid is a teenager, that watch is not appropriate.

When I try turning off parental tracking/removing her from Family Link temporarily to add the watch as some suggested as a workaround, the login prompt says that she can't be on a managed account and that she has to remove herself. The button to do that goes nowhere, probably errors because she's already removed. Ok, I add her back. Now it's saying she can't log in at all because it's a supervised account. What? She could log in before, but was limited to Ace devices.

The log in and account issues on this are a nightmare. How is it this messed up and in production? I expect this sort of nonsense from tiny shops with three developers, not from Google!
