I was wondering if anything has changed since 2018?  Do the 2 now work together or is it still mutually exclusive?

Currently, it's not possible to sync Samsung Health to Fitbit. Check out this idea and find the official reply from Fitbit about this.

yes it will download health syn from the app store and setup everything
