Ive got a brand new charge hr thats been in it packaging for a couple year. It doesnt seem to want to charge or power on. Was going to give it to my son. Any idea

How long did you try charging it? Fitbit say that it can be up to 30 minutes before there's any sign of life if the battery is fully depleted. See: Help article: Why isn't my Fitbit device's battery charging?

 

On the other hand, it may be that the battery has just degraded after such a long time. Batteries don't like being stored when depleted.
