Considering Charge 3, does it have to be connected to the app after setup for 24/7 HRM?

I'm looking for a wrist-based 24/7 HRM but do not want a cloud solution, constant bluetooth emission, or GPS. With the Charge 3, it seems like it needs to have the app to set it up. If I get it set up via app, can it operate as a heart rate monitor on my wrist without being connected to the app ever again? Can bluetooth be turned off?

 

Is there any point in the app registration process where a credit card is needed?

 

I appreciate that this is a walled-garden solution, but I don't trust anyone with the amount of personal information fitbit pulls in, stores in the cloud, and shares with 3rd parties. I'd like to know if I can get this thing, set it up, check my heart rate when I want, and limit all other features/data transfer/sharing.

I should have included in my post that I'm also considering an Inspire HR.
