Sure, the Fitbit app has a version that runs on Kitkat, but the Charge 3 won't connect on my Samsung Galaxy Avant and the fitbit is useless because there appears to be no other way to activated it and finish setting it up.
It would've been nice to not have to waste so much time searching to find out the limitation and that I just got a plain black plastic band for my wrist.

@SunsetRunner Welcome! It's good that the community is growing! Sorry to hear that you can't setup your tracker. Your phone doesn't show as compatible but that doesn’t mean it won’t work it just means that it hasn’t been tested by our team. You can try going to your phone's bluetooth settings and remove all devices listed there. Restart your phone and restart your device. After this try syncing them. Also, if you are using an Android device, check that your app has the necessary permissions (settings > apps > Fitbit > permissions) and make sure bluetooth and location services (GPS) are on.

Stumbled on a work-around. I used my work computer (Windows 10) to set it up. (Not sure why I tried this after the Windows 7 app just said a Charge 3 required a compatible phone, but I don't totally give up easily.) After the initial set-up it started syncing fine with my phone. Just seems like the Kit-kat-compatible version of the fitbit app couldn't setup the Charge 3 initially, but can sync after it's set up.
Somewhat less disappointed now, but it seems that the tracker ought to be able to be used out-of-the-box, even if some functions are more unavailable that way.
