flex won't hold a charge AND my dashboard doesn't seem to even have the option to track sleep. It is set up on my android device. Is there a way to exchange it or put it back to factory settings (already tried the restart)?

Welcome to the Community @lhines! If your Fitbit Flex is not holding a charge, you should start by cleaning its charging contacts;
After that you can try restarting your tracker. Regarding the sleep tile not appearing, you can bring it back by following these instructions.
