I have a first gen Google Pixel watch and I've noticed that sometimes the step counter will suddenly drop by 50 to 100 steps. Just now I looked at my step count and it was at 734. Almost as if my watch face was refreshing it blanked, came back, and reset the step count down to 645. This isn't the first time it's done this. I've updated the app, restarted the watch, but there's no pattern I can find to when it happens. Is there some weird "motivate" setting I got switched on to make me think I'm not moving as much so I move more or something? ((I know it's NOT that but it feels that way)).
It's also done this with the "250+ steps an hour" tics. It will say I've done it, show the yay screen, and then when I look at it later in the day it will NOT have that hour checked and it will say I missed it by 5 or fewer steps. What's going?

I'm not sure if this is related to your loss of steps.
We had numerous reports of users losing their exercise data in the Fitbit app. I looked at the Fitbit Status Dashboard website and saw that there was an issue with the Web API starting around the beginning of September. This impacts data syncing and is apparently the reason why users are having problems with seeing exercise data in the Fitbit app. The current status is still showing the Web API issue as of today, 06 Sep 2024. So, they must still be working on fixing the problem. Hopefully, this will fix the issue you're seeing with step counts.
As for the Reminder to Move, I have that problem from time to time, in addition to not getting the Reminder to Move. What I've done is turned off the Reminder to Move, sync the watch, turned the Reminder to Move back on, sync, then restart the Pixel Watch. That usually fixes the Reminder to move notifications until the next time it stops showing.
I've also gotten into the habit of double checking the Fitbit app on my phone to make sure that the Fitbit app on my phone also shows that I've completed the hourly goal.
You should be able to submit your issue report using the Feedback option in the Pixel Watch app: Tips & support > Send feedback. Although you likely won't get a response, the team receives and reviews the submitted reports.

I have an issue with counting steps as well. My pixel watch will show a certain number of steps. I sync to Fitbit, and some steps will be missing. Last night the watch said I had 15,500 steps. But Fitbit app only shows about 14,950.
Currently my watch says I have 12,260 steps; after sync, the app shows 12,150.
I have synced 4 or 5 times to see if the missing steps will show, but they don't.

There is an issue that is impacting step tracking. The team is aware of the issue and is working on a fix. See this thread where a Moderator acknowledges the issue (<-- click link)
Hopefully, it won't take too long before the fix is rolled out.
