Flashing blue icon on android dashboard

The blue 'connected' icon is usually steady, on my android phone App. And my Surge connects fairly quickly. However, on my Nexus, it often fails to connect, and sometimes, the blue icon just flashes, and doesn't properly. What is the significance of the blue flashing?

All I recollect from school is that the color blue emerges among the various hues and can be seen from further away me writing essay. That is the reason cop autos now have blue flashing lights rather than red ones. Maybe the chief knew about this reality and utilized it to improve the cinematography of the film. Only a thought !!!
