Flex 2 sync issues with Samsung S4 phone

Have just set up the daughters Flex 2  on her Samsung S4 phone. For some reason it will only sync with the phone when the phone is connected to wifi as opposed to just syncing from bluetooth.

My own Flex 2 syncs on bluetooth alone to my Iphone 5s so I cannot understand why the samsung is proving troublesome.

Anybody have any ideas?

I think the bigger question is how your phone is working!

When we do a sync it takes data from the fitbit and uploads it to the fitbit servers (the data is not held on the phone). So, to sync you need both bluetooth to connect the phone to the fitbit and you also need internet access to connect the phone to the servers. The internet access could be via wifi or via data services.
