It's not a setting, but when you sync while the battery is low, the server sees this and will send an email. This means I'd you only sync once a day then it's possible that the server is never told that the battery is low.

I totally agree with the information @Rich_Laue provided you. You can adjust this option on your online Dashboard by doing the following:
1. Go to Fitbit.com
2. Click the gear icon that is at the top right corner of your Dashboard.
3. Select the "Settings" option.
4. Go to the "Notifications" tile.
5. Select the "Low Battery" notifications.
6. Click "Save."
