I have a Google 2 watch. I have been working the same job for 15 months. I know my steps counts to be anywhere from 13000 to 17000 after a long. Since the fastest update my steps are extremely low. Yesterday I had 11000 but my active minutes were 488. How can this be fixed?

For starters, I assume you mean that you have a Pixel Watch 2 and not a Sense or Sense 2, is that correct?
Second, I'm a bit confused as to what the question actually is. First you mentioned that you had low step counts, then you mentioned that your active minutes where 488. Step counts and active minutes have little to do with each other: active minutes have everything to do with heart rate, whereas steps don't necessarily have anything to do with heart rate. For example, you could be walking and not earning active minutes because your heart rate isn't high enough.
I guess my question is, what exactly are you having an issue with, the heart rate monitoring (which would help explain any issues with Active Minuets) or steps not being counted?

Just jumped in to add to DramaQueenDiva 's info.
In the Fitbit App tap on the devices icons.
You will see your Pixel Watch 2 ( or Sense 2) and probably the smartphone option.
Try removing the smartphone option (MobileTrack).
Use the watch again to track your steps and see if you see a difference.
If so, MobileTrack explains the missing steps. MobileTrack uses the phone's sensors to count steps. This is for when you have left your Fitbit at home (e.g. while charging). Please make sure MobileTrack is not activated.
It may happen that the steps recorded with the cell phone overwrite those from your Fitbit.
