I have my Fitbit data on a 1 way sync to google fit.
However, I've noticed that during periods of exercise the steps data is missing.
So the exercise in google fit shows 0 steps (well it shows a few due to overlap before and after the exercise starting)
When looking at the data, for the exact period of the exercise there is no data in health connect steps section.
For example I did a treadmill run between 10:52 and 11:57 on Fitbit.
Fitbit added 0 steps times go 10:45, 10:52, 11:57, 12:02.
Fit records the steps at 10:52 & 11:57 to the exercise, yet Fitbit shows 4195 steps for that exercise.
This means that all step counts in google fit are wrong as it says the exercise was 192 steps.
It's also not JUST steps that are omitted. All stats for the exercise period are not included.
Therefore it's better to not capture exercise as activity on Fitbit (which seems very counter intuitive!)
