How do I disable the banner "Notifications are off. Tap to set up."?

I already know my notifications are off because I set them that way. I've tapped the banner a few times hoping that would clear it. When I tap it, it prompts me to Allow/Don't Allow notifications and I press Don't Allow. Then the banner pops up saying, "Notifications are off. Tap to set up." It's very frustrating. Please let me know how to get rid of the banner permanently. Thanks!

@VenJohnson Welcome to the forums. Thanks for reaching out about the banners on the Fitbit app. 

To be honest I have been struggling with those banners too. They show up again. I managed to get them off by constantly dismissing them. Sometimes it pops up again. I guess they believe you would not want them off and they keep on reminding you. Currently there are no setting to change the banner behaviour. I just keep on dismissing them. Let us see if other experience the same. Thanks again!
