My time is 2 hours behind. How do i reset the clock.

You can't manually set the clock but it should set itself each time it syncs based on the time on the device it syncs with.
The other thing that affects the time is your timezone settings. If yours is 2 hours out then this might be the problem. You can check yours at https://www.fitbit.com/user/profile/edit

It locates the device but wont sync

Syncing is often an issue without any apparent reason. The 2018 version of the A8 is supported by fitbit and is listed as a supported device at www.fitbit.com/devices
Has it ever synced or has it just stopped recently?
If it's just stopped then the usual things to try are:
- restart phone
- restart fitbit using this procedure: Help article: How do I restart my tracker?
- restart fitbit a few more times (it doesn't always work)
- "forget" the fitbit in the phone's bluetooth settings
- go through fitbit's troubleshooting guide at: Help article: Why won't my Fitbit device sync?
- if none of that works then contact customer support: contact.fitbit.com
