The bluetooth on the Phone finds charge 2 but the app can not find it. What should I do?

In this case I suggest that you try to turn the Bluetooth off and then on again, also restart your S4 mini. After doing that, try to sync again. It should go through.
In the meantime, I'd like to ask you some questions. Have you synced your Charge 2 with any other mobile device? Do you get any sort of error message when the app can't find it? If so, what does it say?
