I have a newish Inspire HR that has been synced with my Oneplus 6 (US version) for several weeks. Today, it wouldn't sync, so I restarted it and restarted my phone, but now it's completely gone from my Bluetooth settings, and when I select "pair new device" it doesn't show up but intermittently, and it never finishes pairing.
But when I go into the app, it syncs now! I've checked the synced stats and they are up to date. But it still doesn't show as a paired device in phone settings. What the heck?

Thanks for sharing those details and explaining the situation thoroughly.
In this case this is expected behavior. The Fitibt itself did not pair with your phone but it paired with the Fitbit account thus it doesn't show in the phone's Bluetooth. If the Fitbit is syncing regularly and your stats are up to date then there is no reason to be worried.
I do have a question on the matter, do you have notifications set up?
