Since the latest update of my surge, the tracker will not sync with my phone unless the location setting is turned on. It's killing my battery like crazy. Is there a way to turn this feature off and allow my tracker to sync with my phone like before?

It's not not Fitbit's requirement that location be on, but it's something we have to live with.
