Here's what works for me in Android 9:
No restart of phone necessary.

Hi,
I am also using the same Honor phone. I will tell you how to fix notification service not running on Android. It's just one step.
Just go to Settings > Apps in your Android phone.
Find Fitbit app there and click it.
Then click clear data/storage for fitbit app.
Done.
Now you have to login to your fitbit app again and your notification service will be running.
Notification services will work definitely.
I have found this workaround after making a huge search hunt on the internet.

Thank you. This worked perfectly for me after setting up my Versa 2 on a new phone.

3 years later and this is the working solution. Thanks.
