Finally got the notifications menu option back. Thanks.
My fitbit app was the latest version, but those steps you suggested was not enough.
What I ended up force closing the app
Clearing storage and cache
Uninstalling the app and reboot the phone after
Reinstalled the same fitbit android app version (latest)
Notifications are now restored.
