S21 Ultra won't Connect my Versa to Bluetooth

Every time I try to connect my versa it say it needs an app the run which is already downloaded

Are you using the app to setup your Versa? 

You will not be able to directly connect your tracker to the phones Bluetooth. The Fitbit app is in charge of the Bluetooth connection.

As @Rich_Laue said, if you try to connect your Versa through your phone's Bluetooth settings, you'll get the message asking for an app to connect. Your Versa will connect with your phone's Bluetooth if you enable the notifications as instructed on this help article. Other way to reconnect with Bluetooth is following the instructions to setup your watch again as instructed on the link that @Rich_Laue shared above.
