Hi @npsutton, it's great to see you in our Fitbit Community. I'd like to follow up and help you with your Charge 3 since the steps that it tracks, don't sync to your Fitbit app completely.
Please make sure that your phone has the most recent Fitbit app version installed. If the app is up to date, try logging out of the app, restart your phone, open the app and log in.
After this, restart your Charge 3 as described in this help article and sync your Charge 3. Finally, monitor it and see if the steps are synced completely.
