After a long trial and error, I found that the fitbit's service of "notification read, reply and control" sends all notifications from all the other apps to the device, even if all notifications are stopped. And even if there's no notifications app installed on the device. This happens on a Pixel 8 Pro phone. Funny enough is that on a Xiaomi phone it didn't.
