Unable to set location permissions to "Always On", can only set to "Allow While Using the App"

I am using a Fitbit Sense with a OnePlus 9 running Android build 11.2.8.8.LE54CB. If I go to my weather app to sync it, it says the Location is required with a yellow Exclamation point. If I try to select it to turn that on, it will not. It will sometimes move over to the "ON" position but then will immediately flip back. I've tried clicking the exercise tab and it doesn't pull up an "enable location services" pop up. i check in my app permissions and the only option for locations is "Allow only while using the app". there is no option for "Always allow". I'm unsure why this happened as when I first paired it with my phone it was working normally. This is honestly turning out to be a pretty awful product and I would return it, but the box was misplaced or thrown out, so I'm stuck with it now

Yes, that still doesn't give me the option to turn Location Use to "Always Allow". From either inside the app or editing the settings directly from manage applications. Inside the App, it still keeps the Yellow Exclamation Mark and will not let me select to turn on Location Access
