Hello there @bigmike74, welcome aboard to our Fitbit Community! In this case, after reading your post it is important to mention the Galaxy Luna is not listed as compatible. Despite this might not interfere with the communication between your tracker and your phone, we cannot guarantee the behavior in relation to its functionality with some features.
Something that I can recommend for this type of issues, is to uninstalling the Fitbit app and reinstalling. Once you've done that, follow the call notifications setup flow here.
