In the Bluetooth Manager, the firmware cycles from Pair to OFF, rather than from Pair to ON.
Why?
It is an exercise in frustration to pair the Versa to Android when as soon as you get a good Pair (easy) it cycles to OFF and disconnects.
The only way for me to maintain Pair between my phone and the Versa is to RAPIDLY cycle from Pair, through OFF to ON and hope the Pairing isn't disconnected.
It would seem that a fix that sets the firmware to cycle from Pair to ON would make far more sense than cycling from Pair to OFF.
Is there any reason for why it cycles from Pair to OFF?

To better assist you with this, can you please let me know when was the first time you experienced such situation and how many times since then? Which Android mobile device are you using to setup your Versa?
If you haven't already done so, I recommend you to check all the information that's specified on: How do I set up my Fitbit device? to check if all the requirements are correctly configured to setup your device. Please make sure that your mobile device is compatible because due to a compatibility concern you can experience connection difficulties.
