When you create a Fitbit account, the website uses your physical data like weight, height and gender to calculate your BMR (basal metabolic rate, those are the calories you burn just to be alive). So, your profile will use this calorie burn back for six months or so to give you a sensible baseline against which to compare to your future calorie burn.
Now, lets go to your main inquiry:
- Overbudget means that you're current deficit is too small compared to your target deficit. You need to eat less or, better, get more active.
- Underbudget means that you're current deficit is too large compared to your target deficit. You need reduce your activity or, better, to eat a little more.
- In zone means that you're current deficit is just about right compared to your target deficit. You are doing everything just about right. You haven't necessarily been more active than usual, but you are eating for your current activity level.
- Calories left means that you can eat that many calories between now and midnight and end the calendar day in zone. You can have part or, if calories allow, all of that tempting chocolate bar before bed and not feel guilty.
However, in order to make your calorie count more accurate I recommend Create a Food Plan. Basically, use it as a guide to what changes you need to make to your life to move yourself into your zone and/or towards your goal.

My bad @SunsetRunner sorry for the misunderstanding and thanks for clarifying the issue. In that case I recommend the following:
1. Update your Fitbit app to the latest version
2. Clear the Browser Cache on your Fitbit app by: Log out from Fitbit app > Phone settings > Fitbit app > Clear Cache > Clear Data > Close the app > Log back into the Fitbit app
