I have read through many help articles and all have the same outcome. The online dashboard, and challenges never seem to match the app in step count. You market you can use fitbit with out a tracker using your phone and this is not true. The mobile tracker app is showing 1800 steps as of right now and almost 10k for the week yet the chalange shows only 1k or less.
Instead of telling us to check the same setting in ever thread that does not work for anyone that has responded, fix the issue. My friends that use a fitbit brand tracker have no issue. So the real issue is you don't mind getting money for premium membership but you can't really use it unless you pay for a fitbit brand product. I have a Samsung watch that is connected to my cell plan and tracks steps just fine. Why should I have to buy another device to track the same thing just to use your service when you promote using the mobile tracker option.
Fix the sync issue or I will cancel and make sure everyone inknow understands fitbit is just in it for profits.

Basically, because fitbit does not own Samsung, just like a fitbit tracker will not sync with your Samsung account
Steps recorded with mobile track should sync with the challenges, and should agree. Unless the one who started the challenge resides in a different timezone.
