google pixel hourly steps randomly not syncing to fitbit app

I have a Nokia XR20, updated to the current Android OS.  I got a google pixel watch a few months ago.  I noticed that my watch will tell me, for example, that I have completed 250+ steps per hour for 9/9 hours, but the app on my phone will show that I completed 250+ steps for hour for 8/9 hours.  I force sync and it does not get updated.  This seems to occur when I complete the 250+ steps after the reminder.  After reviewing the forum topics, this seems to be an ongoing problem for years.  Can this be fixed?  All apps and OS are up-to-date.
