trouble syncing a brand new fitbit flex

Both me and my mum got brand new fitbit flex's this weekend. I set mine up straight away I'm with no problems and it's working great. My mums however is causing us some trouble. We can't get it to sync to her mobile (Samsung s 3).
When we tap the fitbit we get all five lights flash up the just one single light then all goes black. We have tried resetting but that doesn't seem to have done anything. Anyone have any ideas or suggestions ? Any help will be much appreciated
