I have the same problem...it drives me nuts because I feel like I'm doing something wrong and dont know how to fix the readings

I am not an expert by any means but, how I understand it is like this...
If you are strictly losing weight via cardio, aerobic exercise and diet, you can expect to see the BF% to go up (ie what we refer to as skinny-fat). However, if you are doing strength training, and actively trying to build muscle, you will potentially see the scale go up in weight but your BF% go down because muscle burns fat and muscle weighs more than fat.
