1600 steps in 5 hours, but I didn't reach 250 steps in any one hour? Explain the math.

Since I woke up today, I've walked 1600 steps. That was 5 hours ago. Fitbit says I have walked 250 steps, but my dashboard says I haven't walked 250 steps in any one hour. I am not a mathematician, but that is impossible. I even went and walked 250 steps and watched the Blaze congratulate me for the 250 steps. I thought, huh, maybe I need to have my phone with me...so I took my phone for a 300-step walk and synchronized again. Still, no hours with 250 steps. And I'm not getting notifications today, like I'm supposed to. Hulk smash.

I look at my daily steps and it show that I have only 6 periods of activity, none over 140 steps and most at about 20 steps, yet it says I have 1600 steps. the math doesn't work out here. What's up?

Maybe it's related, and maybe it isn't, but the heart rate isn't working today either.

Yes, I shutdown today and started again. Yes, I synchronized.
