How can it be that Outdoor biking does not count as active minutes?

My guess is you're keeping your Blaze arm moving pretty consistent while walking the dog? Arm motion counts as steps and I if your arm is mostly  moving consistently, you'll gain activity. Biking would rely on the heart rate lights. Could always test it. Try riding harder for at least 10 minutes. For me in the summer, that'd be at least over a 10 mph average speed. If you feel like you're barely moving while while walking the dog, then IDK what to tell you. But riding harder should show biking results.

In general, not riding hard enough. You have to get your heart rate elevated and maintain elevated heart rate for activity minutes to increase. I find personally that an under 10mph average will not rack up a lot of activity minutes for me. A lot of traffic and slowing down often will hit active minutes as well.  I've had many rides where active minutes gained were less than the actuall ride. But I know I was going slower at times, like through downtown congestion and such.

I agree with our friend here. To earn active minutes, you need to be doing a high intense activity and don't need to stop. For more information about this, take a look at the help article What are active minutes?.

OK, but it is a bit strange: When I walk with my old dog, it counts as
active time - but not when I'm biking.
