App not sending notifications

Good evening, my app will sync with my watch and change faces etc but it does not send notifications of messages e~mails WhatsApp etc and if I go in to the app it tells to restart my phone for the notification service to be resumed, but I can restart my phone but it doesn't change anything. Any ideas??
